Northern States Power serves about 1.8 million customers in Michigan, Minnesota, North Dakota, South Dakota and Wisconsin.
The utility modified its Upper Midwest Resource Plan after Congress late last year surprised the solar and wind industries by extending their main federal tax credits for five years. This gives both renewable energy developers and consumers unprecedented policy visibility to plan and develop projects and nail down long-term power purchase agreements.
