Margrethe Vestagar, the European competition commissioner, has published an interim report into capacity mechanisms in eleven EU member states showing there is a lot of room for improvement.
Vestagar says capacity mechanisms that allow governments to pay power utilities to maintain back-up generation can be needed to prevent electricity blackouts.
She warns, however, that she will act against any member state found to be illegally using the schemes, although no decisions have yet been taken to pursue countries.
