The state Department of Mines, Minerals and Energy (DMME) is a partner in a public-private consortium advancing the two-turbine Virginia Offshore Wind Technology Advancement Project (VOWTAP).
Other consortium members include Dominion, a major utility holding company based in the state capital Richmond; Alstom, the turbine supplier; Newport News shipbuilding; Keystone Engineering; KBR, an engineering and construction firm; National Renewable Energy Laboratory (NREL) and Virginia Tech Advanced Research Institute.
