Rudd says in a decision letter that she could not approve the project as the developer has been unable to prove there will be no adverse impact on birds species, most notably the red kite.
The proposed wind farm was to have comprised up to 27 turbines with a total capacity of 81-89.1MW. The decision runs counter to the recommendation made by the Planning Inspectorate.
