The need to return to a transparent and stable policy environment follows a series of changes that have undermined decision-making by would-be investors since the current government was elected in May 2015, according to the House of Commons Energy and Climate Change Committee (ECCC).
The committee – which carried out a four-month inquiry that heard from major players such as Dong and Siemens – said the Conservative administration had rattled potential investors with abrupt, and in some cases apparently inconsistent, announcements.
