On 20 February, the Dutch-owned transmission system operator (TSO) laid out a series of proposals designed to change the framework, claiming it is “no longer possible” to build grid connections to meet Germany’s demanding offshore wind targets under the current system.

TenneT, which bought northern Germany’s high-voltage grid from E.ON in 2009, says the country needs a ten-year strategic road map that would allow for early planning and a standardisation of power connections.
