In a review of Spain’s energy policies the Paris-based energy watchdog says after several years of efforts, the government has now managed to solve the massive imbalance between the electricity system’s regulated costs and revenues.
The Spanish government has since 2013 pursued a series of reforms that included sweeping, and sometimes retrospective, changes to renewable energy incentives, sharply slowing investment in the country's wind and solar sectors – until then among the most buoyant in Europe.
