Senators propose bill to offer ITC to first US offshore capacity

The ITC would apply to 30% of capital expenditure for a facility.

The legislation defines offshore facilities as those located in the inland navigable waters of the US, including the Great Lakes; in US coastal waters, including territorial seas of the US; or in the exclusive economic zone of the US, which extends 200 nautical miles offshore.

Bill sponsors are Senator Tom Carper, a Delaware Democrat, and Susan Collins, a Maine Republican.
