The Commission’s report recommends that the Scottish government takes full responsibility for the Crown Estate’s assets in Scotland, which includes the seabed, the foreshore and rural estates.

The report argues that following an initial transfer of Crown Estate Scottish assets, that responsibilities should then be further devolved to local authorities, such as Orkney, Shetland and the Western Isles.

It proposes the Scottish and UK governments draw up and agree a memorandum of understanding to ensure that “such devolution is not detrimental to UK-wide critical national infrastructure in matters, including energy policy".
