The company — a unit of Arif Habib, a Karachi-based conglomerate — this week secured a 680-acre plot of land near the village of Jhimpir from the Sindh authorities.
It will start building the project next month, with construction expected to take about 18 months.
State-owned Industrial and Commercial Bank of China (ICBC) will provide $133m of financing.
HydroChina Xibei Engineering will handle EPC duties, but Sachal Energy has not yet revealed which company will supply wind turbines for the project.
