In previous proposals, the energy ministry had planned to use the volume of onshore wind each year as a benchmark to make sure its overall renewables targets are neither undershot nor overshot.
For that purpose it had planned to hold three to four auctions for onshore wind per year with a cap of 2.9GW and a lower limit of 2GW per year.
