Not unlike onshore wind when it turned 25 in 2005, offshore is on the cusp of breakthroughs in technology and cost, and it seems to have the volumes needed to make all that happen.

Since at least 2007, there has been considerable interest in offshore in other markets, primarily in Asia (China, Japan, South Korea, Taiwan and now India), but also in North America, where good resources are available close to major urban centres where land is at a premium and the demand is enormous and growing rapidly.
