It has been eight years since billionaire Philip Anschutz first applied to build the $5bn, 1,000-turbine Chokecherry and Sierra Madre (CCSM) project on his 500sq mile (1,300sq km) cattle ranch in southern Wyoming.

If the 75-year-old — who made his fortune in oil, telecommunications, entertainment and sports — can complete the massive undertakings on time and within budget, he would show how economies of scale can make wind incredibly cost-competitive.
