At the very least, the RPS freeze has “stalled” investment into Ohio’s clean-energy sector, and future investment – particularly in the wind sector – may be undercut even if the state does not further dilute or eliminate the RPS, warns the Pew Charitable Trusts.

The report cites the example of Molded Fiber Glass Co., which produced composite components for wind turbine spinners in Ohio, but chose to move that production to states with more favourable policies towards clean energy.
