Bids would need to be cost-effective and require approval by industry regulators. The few supply deals done thus far in the US for offshore wind have been priced much higher than prevailing power prices.
Companies could source the hydropower from other states or Canada, with some of that amount combined with solar energy and other renewable technologies.
The bill now goes to the Senate.
