The General Assembly voted 53-21 in favor of S988, which the state Senate passed last month.
S988 calls for the new application window to be opened within 60 days following enactment of the bill into law.
The bill moves to Governor Chris Christie, who allowed similar legislation to die earlier this year by declining to sign it – a so-called “pocket veto.”
