By qualified, the bill states that a project would need to obtain the "necessary permits, approvals and authorizations from the (state) Department of Environmental Protection."
Fishermen's has fully permitted its project that would be sited about 3 miles (4.8km) off Atlantic City.
The bill now goes to Governor Chris Christie, who is unlikely to sign it into law, given his administration’s deference to BPU on energy regulatory matters.
