Many are already operating under the assumption that the A-3, generally the more desirable of the two tenders, will be cancelled because of insufficient demand.

That leaves the A-5, for which projects will have to come on line in 2017 — when strict new regulations for financing locally made turbines will be in full play.

Those uncertainties, along with expected low demand for electricity, the unknown destiny of 4-6GW of delayed fossil-fuel plants and a long lead-in time that opens the way for new technologies, have left the industry on edge.
