Chris Pair, press secretary for Governor Kate Brown, tells Recharge that she will follow the panel’s recommendation that it is “not appropriate” to require ratepayers through utility power purchase agreements to invest in offshore wind research, development and demonstration projects given the high cost of contracted power.
