The conflict is only Chile’s second involving wind development since a 2012 supreme court decision cancelled a 140MW project in the Chiloé islands, accepting arguments from local communities they weren't consulted and that turbines would damage the local environment.

Such disputes with indigenous people usually involve large hydro-dams and mining projects, and reflect growing dissatisfaction by local communities who claim they are not consulted, and that the government has historically ignored the rights of a group that accounts for 8% of Chile's population of 17 million.
