The text of the Lima Call for Climate Action, agreed more than 30 hours behind schedule, approved a framework for setting national pledges to be submitted to the Paris summit next year.
There was no mention of energy issues or renewables in the final communiqué.
The political momentum created by last month’s deal between the US and China – the world’s top two emitters – to jointly limit emissions failed to build into a wider political consensus, as familiar divisions opened up between wealthy and developing countries over their respective levels of commitment,
