Great Plains offered to pay $8.6bn for Westar while also taking on $3.6bn of its debt, in a deal that would create an investor-owned utility with nearly 13GW of generation capacity and more than 10,000 miles of transmission lines in America’s heartland.
Great Plains says the offer is motivated in part by a desire to prepare for anticipated carbon regulations in the US.
