"We propose to the federal government to convene a round table on a national coal consensus as soon as possible," Agora director Patrick Graichen says.
In a dialogue with the energy sector, Berlin should negotiate the key elements of a strategy this year and then pass a coal exit act, he added.
Agora proposes to close up to 3GW of coal or lignite-fuelled power plants a year, starting in 2018.
