A new draft of the Renewable Energies Act (EEG ) proposed by energy secretary of state Rainer Baake frees certain "citizens' energy projects" from the need to produce a permit relating to noise and environmental emissions at the time of bidding. These permits are expensive and time-consuming to obtain.
The proposal also gives those groups more time to build wind projects after a successful bid.
