The figures are part of a draft paper for reform of the country's renewables legislation sent to the parliamentary groups of the governing Christian Democrats (CDU/CSU) and Social Democrats (SPD)
It is part of a legislative process planned to be approved by the cabinet in Berlin by March.
The reform aims to change a current feed-in tariff-based support system for Green energy to one based on tenders, starting with offshore wind auctions by the end of next year to be followed by onshore wind tenders in 2017.
