Producers of fossil-fired power will be asked to decrease their overall emissions by 4.4 million tonnes each year between 2016 and 2020 to reach what the government estimates to be the minimum necessary coming from power generation to achieve an additional 5% in avoided emissions.

The government thinks that between 62 million tonnes and 100 million tonnes of CO2 need to be eliminated, in addition to reductions already being achieved by the build-up of renewables and other measures.
