The decision by the cabinet in Berlin today goes further than previous announcements by energy minister Sigmar Gabriel to "give priority" to underground cabling. It is aimed at pacifying the government of the country's largest state, Bavaria, which had blocked the construction of HVDC lines after vociferous local protests.
