"We are threatened by a significant bureaucratic and personnel expenditure if a federal agency in the wake of tenders has to spend time on verifying and judging municipal permit issues," BWE president Hermann Albers said during a conference on energy efficiency in Berlin.
"There is a large risk that a bureaucratic monster is arising with the [support] system change."
The BWE repeated a claim that experiences outside Germany have shown that the goals of cost efficiency, a variety of sector players, and hitting installation targets can be achieved better by the country's current system of feed-in tariffs (FITs) than through tenders.
