In a draft proposal seen by Recharge two weeks ago, Gabriel had suggested the introduction of a fee for older and more polluting fossil power stations that would work via the issuance of additional emission trading certificates, corresponding to €18-20 ($19.5-21.7) per tonne of CO2 above a certain threshold.
The measure would shave off another 22 million tonnes from German CO2 emissions by 2020, and help the country reach its target to by then cut 40% of its greenhouse gas emissions from 1990 levels.
