French environment minister Ségolène Royal told lawmakers that the law is the "most advanced in Europe and actually in the world" as it is the most complete energy-transition legislation.
The legislation adopted by the Assemblée Nationale - France's lower house of parliament - six months ahead of the UN climate conference in Paris also targets a 40% reduction in greenhouse gas emissions by 2030 compared to 1990 levels, a 38% share of RE in heating by the same date, and a halving of final energy consumption by 2050.
