The amendment, tabled by Labour’s energy spokesman, Lord Grantchester, would have allowed four Scottish wind farms to move ahead, in addition to the government-backed "grace period" projects.
Energy and climate change minister Lord Bourne had called on the Upper House of Parliament to accept the wishes of the House of Commons and stop blocking the bill.
The Energy Bill, closing all RO support for wind farms in England, Scotland and Wales, is expected to pass into law in the next 24 hours.
