The money includes a R$11.3m loan from the government's research and development financing authority (Finep).
Of the total, R$6.7Mm will be used to build 18 wind and climate measuring sites in the southern state of Rio Grande do Sul. Eletrosul will invest another R$8.3m from its own resources.
All the wind measuring sites are expected to be concluded by March 2015.
