Hydro-Quebec Distribution received 54 bids totaling 6,625MW in its delayed Request for Proposal for 450MW of new wind capacity.
The ceiling for the bids was set at C$0.09 ($0.08) per kWh, a generous figure which led to a monsoon of bids many of the biggest wind developers in Canada.
EDF EN Canada, already one of the most active developers in the province, led the way, submitting bids for 17 wind projects totaling nearly 2.8GW
