The three consortia led by Dominion, Fishermen’s Energy and Principle Power missed the 31 July deadline to complete one or more of the requirements, including 100% of project design, an operations and maintenance plan, all environmental documentation, and to secure a power off-take agreement, according to Jose Zayas, director of DOE’s Wind & Water Power Technologies Office.
