Developer Independence Wind called the $102m guarantee essential to financing the project, which would place 22 Siemens 2.3MW turbines on a ridge owned by a unit of Wagner Forest Management, the co-developer, running through the small town.
Independence president Rob Gardiner says the project is well under construction, with half of the foundations completed and a second shipment of turbines being delivered this week.
