The ministerial representatives of the four countries – known as BASIC – said that the financing pledge has not been met, and even questioned a recent OECD statement of $52bn and $62bn in 2013 and 2014 for climate finance under the agreement.
"The calculation is not unified; there are double accounting issues and we are not seeing the money," said Xien Zhenhua, China's special representative for climate change.
