The Mines and Energy Ministry formalised his nomination to succeed Maurício Tolmasquim, who has headed the authority since its creation in 2004.
Barroso's nomination, announced by interim Mines and Energy Ministrr Fernando Coelho Filho in May. had been held up by bureaucratic processes since he left his position as a partner in the PSR consulting firm.
Barroso, a mathematician, will hold a key post in the government's planning hierarchy, helping define upcoming tenders and other complex issues.
