Under the draft guidelines – which are open for consultation until 14 March – no wind farms will be approved unless they pass a community consultation process.
Where residents do have unresolved objections, an independent panel will be called in to determine whether a development application should be lodged.
Noise levels should not go above 35 decibels, or exceed background noise by more than five decibels – five to ten decibels lower than most European countries allow.
