The preferred sites lie three to five miles (4.8km-8km) offshore of Corpus Christi or Galveston.
The self-installing, jack-up Titan platform, which is designed for water depths of 50-250 feet (15-76 metres), will be large enough to support the 10-megawatt turbine models under development in Europe and the US.
It will also have room for a desalination plant. Gas-driven turbines can be mounted on the unit to provide supplemental power to land-based grids.
