"Despite everybody's strong wish to be in the market, there are only serious investors now, and nobody will do anything foolish," Élbia Silva Gannoum, executive president of the Brazilian Wind Power Association (ABEEólica) told Recharge.

"We are at the end of a transition period, and investors have learned how the Brazilian wind power market works."

Nobody expects a huge level of competition in this initial auction, but all agree it will be an important benchmark as investors decide how to prepare for the next two tenders, scheduled for July and November, which both offer a longer three-year build-out time.
