The list of supportive governments encompasses countries which collectively emit 54% of global greenhouse gas emissions, according to a World Bank statement put out the day before the U.N. Climate Summit in New York City.
The list includes some notable hold-outs from previous climate negotiations, including China and Russia, but does not include a number of countries which will be crucial to a global deal – including the United States, India, Canada, Brazil and Japan.
