Taiwan’s 120MW Fuhai offshore wind demonstrator project has staged a surprise comeback by passing an environmental assessment at the third attempt, after its developer went over the head of regulators and appealed directly to the island’s cabinet.
Legal experts said Fuhai’s success in bringing an administrative petition to the Executive Yuan could set a precedent in Taiwan, where permitting of offshore wind has been a thorny issue.
