The project was approved 11 to one by the Aysén Environmental Review Commission after a lengthy environmental impact assessment.
The hydro facility has been condemned as an environmental disaster in the making by opponents and the lead up to the decision saw protesters take to the streets against it.
The government could still block the scheme but is thought unlikely to do so.
