"We are still very early in this process, and there are lots of ideas, but not so many hard commitments," says John Lavrakas, president of Advanced Research Corporation in Newport, Oregon, which is evaluating infrastructure to support ocean energy. "It is not just as easy as a company saying they are going to come and put a buoy in the water someplace in Oregon."
