The Conservative and Liberal Democrat coalition will end the ban on 18 August.
According to government figures, only 0.01% of electricity is generated by council-owned renewables in England, despite a large scope to install projects on local authority land.
In Germany the equivalent figure is 100 times higher.
Currently councils are able to put any renewable electricity they generate to local use, while benefitting from the associated feed-in-tariff (FIT) for projects smaller than 5MW.
