This place of extremes has some extreme ideas, too, including one of Europe’s most ambitious energy targets: to generate 100% of its electricity from renewables by 2025, almost exclusively from wind. A regional plan adopted in 2010 calls for installed wind capacity to rise from 195MW today to 1GW.
