The Hydrogen Energy California (HECA) Power Project application to the California Energy Commission (CEC) was declared “data adequate” by a unanimous vote of the commissioners, meaning the applicant, a joint-venture of BP and Rio Tinto, has provided enough information for a year-long certification process to begin.

The proposed the 250-megawatt (MW) project in Kern County, California, would create hydrogen from petroleum coke, a by-product of oil refining, and brackish water, through a gasification process.
