DISPATCHES: Time for RE to emerge from Latvia's policy deep freeze

As part of Latvia's debut presidency of the EU, an Energy Union conference was held in Riga earlier this month. The European Commission used the event to launch a route-map towards the ambitious policy goal, naming it the 'Riga Process'.
