The PV project, which First Solar sold to Exelon last autumn for $75m, appeared in jeopardy earlier this year after the permit issue threatened to delay initial funding of a $646m Department of Energy loan. The ongoing dispute -- which centres on certification of First Solar panel electrical connectors, according to GTM -- also resulted in construction-worker furloughs.

"We're pleased to see the project back on track," says Dennis Hunter, deputy director of the Los Angeles County Department of Public Works.
