Two years ago, when only a handful of pilot solar projects had been installed in the country, the government launched an ambitious tender programme, and has since auctioned about 2.8GW of utility-scale projects — all of which are due to be completed around the middle of 2017. A further 1.5-2GW are due to be auctioned annually.
But of the 96 projects tendered so far, only one is under construction, and it seems unlikely that any more will be finished before their deadline — and some may never be built at all.
